Slovenia’s gambling scene is built around casino tourism, especially in border and coastal towns. Today it is anchored by the two authorised lottery operators, Loterija Slovenije and Športna loterija, and by the casino operator HIT d.d. Nova Gorica, whose Perla complex is described as one of Europe’s largest gaming and entertainment centres. A market shaped by cross-border tourism

Slovenia’s casino industry is concentrated near its borders and on the coast, where operators have long drawn visitors from neighbouring Italy and Austria. This cross-border demand helped make Slovenian casinos as much an export-tourism business as a domestic one, with Nova Gorica and Portorož developing into the country’s main gambling destinations.

Where people gamble

Nova Gorica, on the Italian border, is the country’s gambling capital, home to several casinos including the flagship Casino Perla, run by HIT. Perla is a large resort combining a casino, hotel, spa, conference centre and restaurants; its operator reports on the order of hundreds of slot machines and dozens of gaming tables at the venue alone. The coastal town of Portorož is the other classic gambling destination.

Lottery is the most broadly played form. Loterija Slovenije is the main lottery brand, while Športna loterija runs lotteries and sports betting both in shops and online. In casinos, slot machines and roulette draw the biggest crowds, alongside blackjack and other table games.

Notable laws and structure

The Gaming Act sets a deliberately limited market: only two operators may run classic games, and the government may grant no more than 15 casino concessions and 45 gaming-hall concessions. Online gambling is restricted to domestic concession holders. This concession-based, state-influenced structure explains why the market is dominated by a few large, home-grown names rather than a crowded field of brands.

Attitudes and social framing

Slovenian attitudes to gambling are generally measured. It is framed largely as regulated tourism and entertainment concentrated in a few destinations, rather than a mass everyday pastime, and the state maintains a strong regulatory hand through the concession system and FURS oversight.
