Online gambling is legal in Slovenia but heavily restricted, and it is supervised by the Financial Administration of the Republic of Slovenia (FURS) under the Gaming Act. Online licences are granted only to Slovenian-registered companies that already hold a land-based concession, so only a handful of domestic operators run legal online betting and lottery services. Offshore international casinos are not licensed in Slovenia and fall outside the regulated framework, even when they accept Slovenian players.
Who regulates gambling in Slovenia?
Gambling is governed by the Gaming Act (Zakon o igrah na srečo) and supervised by the Financial Administration of the Republic of Slovenia (FURS), which sits under the Ministry of Finance. The framework distinguishes two categories: classic games of chance (lotteries, sports betting, bingo, raffles) and special games of chance (casino table games and gaming machines). Operation requires a government-granted concession. The state caps the market tightly: only two operators may run classic games, and the government may grant no more than 15 concessions for casinos and 45 for gaming halls.
Licensed vs offshore operators
Online gambling may only be operated by land-based concession holders registered in Slovenia. In practice, lotteries and sports betting are run by Loterija Slovenije and Športna loterija, while casino gaming is dominated by HIT d.d. Nova Gorica. Many international online casinos advertise to Slovenian players, but they are not authorised under Slovenian law. Playing on an unlicensed offshore site means no domestic consumer protection, no guarantee on payouts, and unclear tax treatment.
Payments and crypto
Licensed domestic platforms use standard local payment methods: bank cards, bank transfers and euro-denominated e-wallets. Cryptocurrency is not permitted for regulated gambling. Under Article 81 of the Gaming Act, bets and prizes in special games of chance must be set in the domestic currency, or a foreign currency determined by the Ministry of Finance, and digital currencies are not permitted. No such ministerial determination currently exists, so any “crypto casino” targeting Slovenia is operating outside the licensed system and is not regulated here.

For Slovenian classic-games prizes, the operator calculates and withholds the tax before payout, so you generally do not report those winnings separately. Rules for foreign operators are more complex, and residents should seek advice from FURS or a tax professional.
Staying safe
Licensed operators must display responsible-gambling information, offer self-exclusion, and provide deposit, loss and time limits. If gambling is causing harm, free and confidential support is available through public health centres.
