Slovakia has a lively, long-standing betting culture built on sports — especially football and ice hockey — alongside lotteries, slots and table games, all now channelled through a licensed market overseen by the ÚRHH. Modern operators date back to 1991, the state lottery TIPOS is a household name, and while gambling is a normal leisure pursuit, rising concern about problem gambling has driven tougher player-protection rules in recent years.

A short history

Commercial betting took off almost immediately after independence. The first Slovak bookmakers launched in 1991 — Niké, and the Terno office that grew into Fortuna. DOXXbet (founded in 1994 in Žilina by former footballer Milan Šmehyl) launched the country’s first online betting in 2006, and Tipsport entered the Slovak market around 2005. State-owned TIPOS has long run the national lottery. The regulatory turning point came with Act No. 30/2019 Coll., which replaced older rules and created the Gambling Regulatory Authority (ÚRHH) as a single supervisor for the whole sector.

Sports betting is the cultural heart of Slovak gambling. Football and ice hockey dominate wagering. Beyond the sportsbook, Slovaks play:

  • Online slots — a large online casino category
  • Roulette, blackjack and poker — in both online casinos and land-based venues
  • Lotteries and scratch cards — LOTO, Keno and instants from TIPOS

The market is substantial: according to the ÚRHH, players wagered around €26.77 billion in 2025, with about €25.22 billion paid back in winnings, giving gross gaming revenue (GGR) of roughly €1.55 billion, up about 7.2% year on year. Online casinos accounted for about 36.6% of that GGR, and levies to the state budget reached about €369.9 million.

Attitudes

Slovak attitudes are pragmatic rather than moralistic. Betting on the national ice-hockey side or a football weekend is a mainstream social activity, and lottery play is widespread. At the same time, gambling harm is taken seriously: public concern about addiction has grown, and the state has responded with a national self-exclusion register (RVO), a dedicated helpline, and an expanded ÚRHH consumer-protection mandate from 2026. By the end of May 2025 more than 20,500 people were on the self-exclusion register — a figure that has more than tripled since 2020.
