Online betting and crypto gambling are illegal in Qatar. All gambling is criminally prohibited under Articles 274-277 of Penal Code Law No. 11 of 2004, there is no gambling regulator or licensing regime, and there are no licensed operators, domestic or offshore. Offshore betting and casino websites are blocked by the Communications Regulatory Authority and ISPs, using a VPN does not make it legal, and cryptocurrency is separately excluded from Qatar’s regulated financial system. Anyone in Qatar should treat every betting or casino site, however it is marketed, as unlawful.

No. Qatar’s legal system is grounded in Islamic Sharia, under which gambling (maysir) is forbidden, and this is codified in the Penal Code. Article 274 defines gambling as any game in which gain and loss depend on chance and each party agrees to hand money or another benefit to the winner. Article 275 punishes anyone who gambles with imprisonment of up to three months and/or a fine of up to QR 3,000, rising to up to six months and/or QR 6,000 where it takes place in a public place or a place kept for that purpose. Article 276 targets anyone who opens or runs a gambling venue, or organises gambling in a public place, with up to one year in prison and/or a fine of up to QR 5,000. Article 277 requires the court to confiscate the money and equipment used and to order closure of the premises.

The prohibition covers land-based casinos, sports betting, lotteries and all online gambling equally. Qatari law draws no distinction between ‘licensed’ and ‘offshore’ gambling, because none of it is permitted.

Regulator and licensing

There is no gambling regulator in Qatar, and there is no route to a licence. Instead, the Communications Regulatory Authority (CRA) and internet service providers filter and block access to offshore betting and casino domains as part of wider content controls. Enforcement of the gambling offences is a matter for the law-enforcement and prosecution authorities rather than any gaming authority.

Licensed vs offshore operators

Because the entire market is prohibited, there are no local operators and no legally recognised offshore ones. Any site advertising ‘Qatar betting’ or accepting Qatari players is operating outside Qatari law, offers no local consumer protection, and exposes the user to prosecution. Payments and crypto status

There is no lawful local payment rail for betting, and gambling transactions are not supported by the domestic financial system. Cryptocurrency is separately excluded from Qatar’s regulated financial system: the Qatar Central Bank warned banks against dealing in cryptocurrencies in a 2018 circular, the Qatar Financial Centre Regulatory Authority barred virtual asset services within the QFC in 2019, and the QFC Digital Assets Regulations 2024 classify cryptocurrencies and stablecoins as ‘Excluded Tokens’ while permitting only certain tokenised assets. Qatar Central Bank is instead piloting a wholesale central bank digital currency (a ‘digital riyal’) for high-value interbank and securities settlement. Using crypto to fund gambling therefore stacks two areas of legal and financial risk.

Winnings and tax

Qatar levies no personal income tax on individuals’ employment income, so ordinary income is effectively taxed at 0%. That does not help gamblers: since all gambling is criminal, there are no lawful winnings to declare, and the real exposure is prosecution, confiscation and reputational harm rather than a tax bill.
