Online betting and crypto gambling are not legal in Kosovo. Under Law No. 06/L-155 ‘On the Prohibition of Games of Chance’ (adopted by the Assembly on 28 March 2019 and in force from 10 May 2019), all games of chance - online sportsbooks, casinos and slots included - are banned, with the state lottery (Lotaria e Kosovs) as the sole exception. Reporting at the time described the ban as roughly a decade-long measure. There is no domestic online-gambling licence, no local regulator issuing them, and crypto gambling is prohibited as well. Kosovo is not widely reported to systematically block offshore betting sites or prosecute individual bettors, which is why many residents still access foreign operators in a legal grey zone with no consumer protection.
Is online betting legal in Kosovo?
No. Kosovo has one of Europe’s strictest gambling regimes. After two casino-linked murders within days of each other in March 2019, parliament moved rapidly - via an accelerated procedure - to shut betting centres and pass Law No. 06/L-155, banning all games of chance except the government lottery. The ban was framed as roughly a ten-year measure and repealed the previous Law on Games of Chance along with its licensing system. As of 2026 the prohibition remains in place and has not been lifted.
The economic footprint of the shutdown was large: reporting around the ban cited more than 400 businesses closing - around 306 betting shops, 133 gambling-machine venues and six bingo halls, plus the country’s land-based casino operations - and about 4,000 jobs lost. The state had previously collected on the order of EUR 20 million a year in gambling taxes (figures reported by Euronews and France 24).
Who regulates gambling in Kosovo?
Effectively no one, in the licensing sense. The 2019 law repealed the earlier regulatory framework, so there is no authority issuing private betting or casino licences. The only legally sanctioned operator is Lotaria e Kosovs, the state lottery owned by the Ministry of Finance, with the Tax Administration of Kosovo monitoring its operations. This means there is no such thing as a ‘Kosovo-licensed’ online casino - any site claiming to be locally licensed is misrepresenting the position.
Licensed vs offshore sites
Because no domestic licences exist, every online sportsbook or casino reachable from Kosovo is offshore and unregulated from Kosovo’s perspective. Individual bettors are not widely reported to be prosecuted for using them, and there is no reported large-scale site-blocking programme - but that is not the same as legality or protection. If an offshore operator withholds a payout or mishandles your data, you have no Kosovo regulator to appeal to.
Payments and crypto status
Kosovo uses the euro, and local card and bank rails operate in a market where gambling is banned, so deposits to betting sites can be declined. Crypto does not offer a legal workaround: crypto gambling falls under the games-of-chance ban. In parallel, Kosovo banned crypto mining in January 2022 during an energy crisis, then adopted Law No. 08/L-295 ‘On Crypto-Assets’ (November 2024), with the Central Bank of Kosovo adopting a licensing regulation for crypto-asset exchange operators on 29 August 2025. That framework governs exchange and custody services - not betting.
Winnings tax
There is no working gambling-winnings tax because there is no legal commercial gambling to tax; only the lottery operates. Offshore winnings fall outside Kosovo’s tax and consumer-protection systems entirely.
Safer gambling and help
Kosovo has no widely publicised dedicated national gambling helpline. If gambling is causing harm, contact local health services or a mental-health professional. Self-exclusion tools on offshore sites are inconsistent and unenforceable locally, so treat any offshore play with caution.
