Online gambling is legal in Finland, but the market is in transition. Until 30 June 2027, only the state-owned operator Veikkaus Oy may lawfully run online betting and casino games in mainland Finland - offshore EEA-licensed sites are used in practice but are not authorised to target Finland. Parliament adopted a new Gambling Act on 16 December 2025 (approved by the President on 16 January 2026) that opens betting, online casino and online slots to a licensing system: operators can apply from 1 March 2026, and licensed private operators can go live from 1 July 2027. The autonomous Åland Islands license their own operator, Paf, separately.
Legal status and the regulator
Mainland Finland has run a state gambling monopoly for decades. Veikkaus Oy holds exclusive rights until the end of June 2027; during this window no other company may lawfully run or market gambling to mainland Finland. Supervision currently sits with the National Police Board (Poliisihallitus). Under the new Gambling Act, a new national Supervisory Authority (Lupa- ja valvontavirasto) will handle licensing and enforcement from 1 July 2027, with powers to issue injunctions, impose penalties and revoke licences.
The reform’s stated aim is to reduce gambling harm by channelling players toward regulated, supervised operators, since a large share of Finnish online play currently goes to offshore sites outside national regulation and taxation.

Many Finns currently play on EEA-licensed offshore sites (for example, Malta-licensed casinos). These are not authorised to target Finland. Åland residents are served by Paf under Åland’s own regime.
Payment methods locals use
Finnish players lean heavily on bank-based rails rather than cards. The most popular are instant bank-transfer providers that use your existing online-banking login and strong customer authentication:

Crypto gambling status
Finland has no dedicated crypto-gambling framework. Veikkaus does not accept cryptocurrency, and the local payment culture is bank-based. Crypto casinos are, by definition, offshore/unlicensed operators outside the monopoly. Using them is at your own risk: consumer protection is weaker, and winnings from non-EEA operators are taxable rather than tax-free.
Tax on winnings
For players, gambling winnings are tax-free when the operator is licensed within the EEA - and, once the reform is live, when the operator holds a Finnish licence. The tax is paid by the operator as “lottery tax,” not by the winner. The current rate is 12% of the profit of gambling offered under exclusive right; from 1 July 2027 a 22% rate applies to gambling revenue (the gross gaming margin) for both Veikkaus and licensed operators. However, winnings from operators outside the EEA (or otherwise unlicensed for Finland) are treated as taxable personal income you must report to the Tax Administration (Vero).
